It appears that the photographer picked an exposure long enough to have some blending of the falling water, but didn't overdo it to create the illusion of a continuous laminar flow.

This is pure art. It defines a simple analogy or explanation. The foliage colours and water falls are superb. The complexity of the bridges leaves the observer wondering just what is going on here! Great photo.
