A lovely capture, your image jumped right out among all the thumbnails.

But, and here's the big but, when enlarged on my screen, the Washington Tower and the Congress building behind it are just a wee bit over exposed, perhaps a half stop. If this was shot in RAW, you can go back and drop the exposure a touch, or use the burn tool in PS at probably 5% just to get a touch more detail in the tower. Mind you these are small files, so perhaps the originals looks better on your screen.

From the Exif file, I see your shutter speed was 15 sec, which smoothed out the water and any ripples there may have been nicely. It would have been interesting to see one with a faster shutter speed to get better definition and sharpness in the reflections. That would mean increasing the ISO and perhaps a bit more noise with your D80.

Despite what I have written above, I would rate this 8 out of 10. Well conceived and executed.
