Randy, I just noticed your comment/question. This picture was taken on ANPAT 8. ANPAT is Annual Nikonians Photographic Adventure Tour I think. An ANPAT is not a workshop it is just a gathering of about 30 Nikonians for fellowship and picture taking, although we do learn from each other.

I'm a newbie and I'm curious; are the tripods really necessary in these kinds of shooting conditions? I assume we're not looking at a long exposition ... just curious.

There can be several reasons for tripods for shots such as this. First the exposure can be longer than you expect because of low ISO, small aperture, and use of polarizers and/or graduated neutral density filters. Often because of the extreme brightness range, people will take bracketed exposures to use in HDR (high dynamic range) post processing. For HDR processing registration of the multiple images is important.
The main reason for all the care is many landscape pictures become large prints. Loss of sharpness from camera motion could be noticeable in the enlargement.
