Those seen are usually shown to be escapees or like yours, the companions of falconers. Based on size, markings, and the massive hooked bill, I suggest this magnificent bird is Steller's Sea Eagle (Haliaeetus pelagicus), a native of the Pacific coasts of Russia, Korea and Japan. Occasionally, one will wander to Alaskan waters. In the 90s, I responded to two such sightings south of Juneau but in each case, I was a day or so too late. The bird and the Falconer who flies him must have quite a story...
